Establishment Act

The Council of Registered Builders of Nigeria (CORBON) was established by the Builders (Registration etc) Act CAP B. 13, LFN 2004.

Objectives

  • Determine who are Builders
  • Determine and periodically review standards of knowledge and skills to be attained by persons seeking to become registered as Builders

Monitoring and Enforcing Compliance with Building Regulations

To safeguard public safety and construction quality, the council set up the Project Evaluation and Monitoring Unit (PEMU). PEMU is a specialized division responsible for providing technical support and leadership in the practice of building technology in project monitoring to the council.

Licensing of Building Trades Artisans and Craftsmen

The council recognizes artisans as crucial for construction project delivery. By the provision of section 13.12.4 of the National Building Code, which states, 'The management of execution of building works, including the supervision of artisans and tradesmen, must be carried out by a registered builder.'

Registration and Licensing of Builders

Ensuring only qualified professionals are recognized to practice as Builders in Nigeria. Presently, over 4,000 professional Builders across all strata of society are on the Council's register. Registration with CORBON is open to qualified persons who meet the specified standards and criteria.

Organizing Mandatory Continuing Professional Development Programs (MCPDP)

To keep builders and industry practitioners updated with the latest industry knowledge and skills, the council organizes capacity-building workshops (CBW). These aim to provide members with knowledge of new technology to enhance their performance in order to meet global best practices.

Research and Development

CORBON collaborates with tertiary and other research institutions on research and development through various strategic partnerships and initiatives.

Registration and Licensing of Building Consultancy Firms and Building Contractor Companies

CORBON registers building companies to ensure only qualified firms provide essential building design and supervision services as well as construction/production services. With over eighty-eight (88) building contracting companies and sixty-three (63) consulting firms in the Council's register, over one hundred and fifty (150) companies are expected to register to meet the requirements of the Bureau of Public Procurement (BPP) before the end of 2025.

CORBON's Role in SSCBiN

In 2024, the National Board for Technical Education (NBTE) devolved to CORBON the mandate of a Sector Skills Council under the National Skills Qualification Framework (NSQF). This decision placed CORBON at the heart of skills system in Nigeria’s Building construction industry. Thus, the mandate enabled CORBON to discharge the following roles and responsibilities amongst others:

The American Concrete Institute (ACI)

Partnership agreement with ACI for the purpose of improving concrete construction, by making technical expertise of each partner available to the other through publications, meetings, conferences, Internet links, committee membership, certification activities, and any other mutually agreed activity

Construction Skills Training and Empowerment Partnerships LTD/GTE (C-STEMP)

Collaborations with the Construction Skills Training and Empowerment Partnerships LTD (C-STEMP), in the development of training manuals and resources as well as the introduction of an online skills learning platform (the e-limi). C-STEMP is a pioneer skills training provider in Nigeria approved by the NBTE

The Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) (THE GIZ)

The Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ), is a German development agency. GIZ partnered with CORBON in the first review of the NOS after 5 years of the first validated version. Additionally, GIZ through the Nigerian Energy Support Programme (NESP), partnered with CORBON in the Training of Trainers on Energy Efficiency Building Design (EEBD) where Registered Builders were trained in the implementation of energy efficient measures in public and private buildings.

BuMaP

CORBON plays a crucial role in ensuring that building construction in Nigeria meets acceptable standards, and its efforts have contributed to improved quality and safety in the building construction sector.

In furtherance of these efforts, CORBON developed the online platform BuMaP to ensure that the right professionals with valid Practice Licences are engaged in managing the building construction process.

This innovative platform is designed to:

  • Verify the registration status of Registered Builders who are licensed to practice.
  • Enhance and streamline the registration and management processes for Builders.
  • Improve the ease of making payments for services rendered to the general public.
